Juvenile Arrest Rates for All Crimes, 1980-2007. This graph shows the juvenile arrest rate for all offenses reached its highest level in the last two decades in 1996, and then declined 30% by 2007. Rates are arrests of persons ages 10-17 per 100,000 persons ages 10-17 in the resident population.
