DMC Technical Assistance Manual

The Disproportionate Minority Contact Technical Assistance Manual, 3 rd Edition provides detailed guidance on DMC identification, monitoring, assessment, intervention, and evaluation. Its intended audience is Juvenile Justice Specialists, members of State Planning Agencies and State Advisory Groups, DMC researchers and consultants, and policymakers and practitioners involved in the juvenile justice system at the state and local levels.

DMC Reduction Best Practices Database

As an integral part of OJJDP's Model Programs Guide, the DMC Reduction Best Practices Database is a collection of programs and strategies that have made a documented impact on reducing DMC.

Proposed Methods for Measuring DMC

A limited number of copies of the hour-long videotape “Proposed Methods for Measuring DMC as Required by the 2002 JJDP Act: An Overview of the DMC Relative Rate Index,” are available through the Juvenile Justice Clearinghouse. DMC Web-Based Data Entry System

This Web-based data entry system enables states and localities to enter raw data on activities at different juvenile justice decision points by race and ethnicity to calculate the extent of DMC as expressed by the Relative Rate Indexes. It provides a central repository of state and local data and facilitates within state and locality comparisons of DMC trends. Requests for passwords to use the system should be e-mailed by the state Juvenile Justice Specialist or DMC Coordinator to dmc@nttac.org, copying james.antal@usdoj.gov.

National DMC Databook

OJJDP has added a National Disproportionate Minority Contact (DMC) Databook to its Statistical Briefing Book. The DMC Databook enables users to review the processing of delinquency cases within the juvenile justice system and assess levels of disproportionate minority contact at various decision points. It includes national data for the 15-year period 1990–2004, which can then be compared with local data.

DMC Local Data Comparison Tool

DMC data from over 700 local jurisdictions, derived from FY 2006 Formula Grants applications, were entered in OJJDP's DMC Data Entry System. This tool—available in online and Excel versions—enables local jurisdictions to compare their data with overall patterns from these jurisdictions, thus enhancing analysis. An example of how the tool may be used is also available.

Summary of States' DMC-Reduction Activities

The Summary of States' DMC-Reduction Activities provides a snapshot of DMC reduction activities, derived from Fiscal Year 2007 Formula Grant applications, including information on reduction strategies and targeted local sites.

A Catalog of State Research Reports on Disproportionate Minority Contact

This catalog, though not exhaustive, lists State studies and reports related to disproportionate minority contact (DMC). Intended for researchers, practitioners, and others interested in DMC issues, the catalog is based on documents provided to OJJDP and is updated periodically as new reports are provided to OJJDP.
