Special Note: The requirements and procedures outlined in this application kit are based on the provisions of the Juvenile Justice and Delinquency Prevention Act (JJDPA) of 2002 and the Omnibus Crime Control and Safe Streets Act of 2002. Implementing regulations have been drafted by OJJDP with input from the juvenile justice field. Following established procedures, the draft regulation is undergoing internal preliminary review within the U.S. Department of Justice. Following the preliminary review, the proposed regulation will be published in the Federal Register inviting comment from the public. Comments from the field will be studied and the proposed guideline modified as appropriate. Absent a final regulation, applicants are to follow the procedures and guidance contained in the application kits pertinent to the following programs: Formula Grants, Juvenile Accountability Block Grants, and Enforcing Underage Drinking
